We encourage you to make the point that the latest City granting of a LUCS to Zenith did not involve elected decision-makers but was done administratively by staff and is being legally challenged. DEQ definitely should not make a decision on the air quality permit until the results of that challenge have been finalized and even then there are multitudes of reasons why the permit should be denied.
