Background

The Doom or Bloom campaign is working to close down dangerous oil trains coming from the Bakken Shale and Alberta Tar Sands that are destined for the Zenith Energy terminal in NW Portland. These mile-long trains travel through the City of Portland and lots of other towns and cities along the Columbia River. The river and all of the population centers through which these trains travel are put in grave danger. Once the oil arrives at Zenith, it is stored temporarily and then loaded onto ocean-going tankers, which transport it to refineries in the US and elsewhere.

Zenith Energy is just one piece of what is known as the Critical Energy Infrastructure HUB. A recent report published by Multnomah County revealed that a severe subduction zone earthquake of the kind that occur in the Pacific NW every few hundred years would result in a disaster on the same order of magnitude as Deep Water Horizon and Fukushima. In reaction to the report, there is a push to transition the entire CEI (Critical Energy Infrastructure) HUB with a managed decarbonization plan.
