| Bureau of Planning and Sustainability (BPS) Public Hearing CEI Hub Policy Project’s Proposed Draft Portland is in the process of updating its policy regarding the Critical Energy Infrastructure (CEI) Hub, a six mile stretch of tanks that store 90% of the liquid fuel that supplies the state of Oregon and is located on the Willamette River in a liquefaction zone making all of us in the region vulnerable to an unthinkable disaster.
